The incorporated municipalities are Phenix City and Hurtsboro. Seale, Fort Mitchell and Ladonia are not separate municipal custodians. The Phenix City webpage says requests must be in person, but its newer March 2025 form expressly permits email and mail; the newer form is used while the conflict remains flagged for audit.
